Synopsis: A new report by Wilder Research shows an increase in referrals to Minnesota's Safe Harbor program. Established by law in 2011 and expanded in 2016 to serve individuals ages 24 and under, the Safe Harbor program served a total of 1,423 youth and young adults from April 2015 to June 2017. The Wilder Research report outlines implementation challenges, shares program participant feedback, and offers recommendations such as ensuring effective service and housing options for tribal community members and victims from other communities.
